The shooting incident happened shortly before 9.30pm on Thursday.
The victim is believed to be from the Waterside area of the city.
It is belived he was shot through the window of a house in the Links View area close to Lisfannon Golf Course.
Gardai have confirmed that he was pronounced dead at 10.45pm at the scene.
MLA for the area Pat Ramsey said the young man had been asked to leave the area a few months ago by Republican elements due to anti-social behaviour.
"I totally condemn the incident, and my sympathies are with the victim's family," he said.
Sinn Féin Foyle MLA Raymond McCartney has also spoken out against the murder.
"There is shock tonight in the community on hearing the news of the murder of this young man in Buncrana. His life has now been cut short and a family has now been plunged into grief and despair," he said.
"People north and south have rejected these actions; they need to stop immediately.
"I would appeal to anyone who noticed anything unusual or suspicious before or after the shooting to come forward to Gardaí immediately."
