Raymond McCord Senior has claimed that 39-year-old Gary Haggarty has admitted to murder and attempted murder.
Haggarty is expected to admit his part in the murder of McCord's son, Raymond Junior, who was beaten to death in Belfast in 1997.
He is also expected to be charged with the attempted murder of Mark Haddock - the former UVF commander in Mount Vernon in north Belfast.
His evidence file could be the largest ever compiled in UK legal history.
The PSNI's Serious Crime Branch is investigating UVF murders, attempted murders, racketeering and serious assaults which date as far back as 16 years ago.
Raymond McCord Snr has welcomed the development.
The victims' campaigner told UTV: "It's great news for my family - and dozens of other families.
"After 15 years of fighting and campaigning, it has all come together."
