The vehicles were stopped at the Northwest Business Park by the Garda National Drug Unit and Tallaght District Drug Unit early on Monday morning.
The operation was part of an ongoing intelligence-led bid to target the activities of a Tallaght-based organised crime gang.
Cannabis was seized at the scene and the men, in their 30s and 40s, were detained at Finglas and Clondalkin Garda Stations on suspicion of drug trafficking.
The pair were expected to appear in court on Tuesday morning.
