The video, which appears to show a man kicking out at a dog in a yard before dragging it away, was posted online on 29 December and has since been viewed by thousands of people.
Many of those who saw the footage reported it to police and the USPCA.
"To keep you all updated, we have identified those involved in the YouTube video and a full investigation will be carried out," an officer posted on the PSNI Banbridge Facebook page.
"Enquiries are still ongoing."
A spokesman for the USPCA earlier told UTV: "The footage reported to us by many concerned Facebook users is utterly appalling. Those involved in the abuse must be placed before a court."
The charity had already spoken to the police to offer its support to the investigation and put up the reward of £500 for information leading to a conviction.
"The dog clearly needs veterinary care and we will provide this through our Newry Veterinary Hospital," the spokesman added.
