Police say the operation was carried out by the Special Detective Unit in the Kilcurry area on Sunday evening.
The men who have been arrested are aged from mid-50s to early 70s.
"They are detained at Drogheda and Dundalk Garda Stations under the provisions of Section 30 Offences Against the State Act," a spokesperson said.
"A suspect device was recovered during this operation which will be examined by a Defence Forces EOD team."
Sinn Féin leader Gerry Adams said: "If this was an attempt to place a bomb then whoever is responsible should cease their activities.
"Anyone with an ounce of republican politics or common sense knows that there is a peaceful and democratic way forward," the Louth TD added.
Investigations are continuing.
