It follows trouble in the Ardoyne area of the city in July as protestors and residents groups clashed in the wake of a token Orange Order parade past the shop fronts.
The accused is expected to appear at Belfast Youth Court later on Thursday.
Police said the charges are subject to review by the Public Prosecution Service.
