Police said the water was thrown at the child and two men, one aged 36 and another aged 34, by a man in Drumlin Grange in Ballyward on Thursday evening.
The attack happened in the street at about 7.35pm.
It is believed a man received burns to 10% of his body, while the child suffered burns to her face.
The two have been taken to Daisy Hill Hospital for treatment. The extent of the third victim's injuries is not known.
The attacker had to be restrained by a number of members of the public until the police arrived.
Officers investigating the incident have now charged a 41-year-old man with causing grievous bodily harm with intent and two counts of assault occasioning actual bodily harm.
He is expected to appear before Newry Magistrates' Court on Saturday.
"As is normal procedure all charges will be reviewed by the Public Prosecution Service," the PSNI said.
