The Dean's annual fundraiser, now in its 37th year, is at St Anne's Cathedral, just yards away from last week's bomb attack.
He told UTV that the people of Belfast would not allow the attack to deter them.
He said: "The people are determined to make the best out of the situation.
"It is a difficult time for all, particularly economically, but there is a real determination from the people that they will not allow it to deter them and they continue to be generous to our appeal."
This year money raised by the appeal will go to the Philippines typhoon disaster relief fund and local charities.
"We are very conscious of needing to support local charities as we always do - but we are also very aware of the situation in the Philippines and elsewhere in the world," added Rev. Mann, who is leading the appeal for the third year.
"I have not risked checking the weather forecast, I just hope it doesn't rain.
"But whatever the weather, I look forward to meeting lots of people on the steps of the cathedral in the coming days."
The sit-out takes place from 9am to 5.30pm every day from Monday until Christmas Eve, with the exception of Sunday 22 December.
