Roads around the courts were closed at around 9am on Wednesday while army bomb experts examined the suspect package bringing the morning rush hour traffic to a standstill.
Police said the package was genuine and was expected by a staff member at the law courts.
It's believed court staff were being "over vigilant" in light of recent letter bombs sent to high ranking public officials.
The alert has ended and all roads opened to traffic.
