The 26-year-old woman and 25-year-old man were arrested on Tuesday following complaints from people in the Portadown area.
They are being questioned at Lurgan Police Station.
Officers have seized a number of items including computers following searches of two properties.
A PSNI spokeswoman said the arrests were not related to an ongoing investigation which saw 20 suspected human trafficking victims rescued in Co Armagh and three men arrested on Monday.
