The pair, aged 33 and 39, were detained in the Londonderry area and in Belfast by detectives from the Organised Crime Branch on Thursday.
They have since been released pending further police enquiries.
"This brings to 27 the number of suspects who have been arrested and questioned since May as part of an investigation which is expected to continue for some time," a police statement said.
"The 25 suspects previously arrested are all on police bail pending the completion of enquiries in this investigation."
