It is believed the man was armed with a samurai sword and two knives.
The major security breach happened at the Kildare Street entrance of the Republic's parliament at about 4.30pm on Tuesday.
The man jumped the barrier, while shouted incoherently, and made it halfway to the main building before being apprehended by Gardaí, who recovered the offensive weapons.
Another weapon was subsequently recovered by a Dublin journalist.
They have all been taken away for forensic examination.
The man has been taken to Pearse Street Garda Station, where he can be held for up to 24 hours.
No one was injured in the incident.
