Mr Reynolds was travelling to work as a subcontractor painter at Shorts aircraft factory in October, 1993 when his van was ambushed by gunmen.
They opened fire, killing the 40-year-old from west Belfast before fleeing the scene.
Mr Reynolds was pronounced dead after workmates managed to get the van to the Shorts factory, while three others were injured.
The police investigation into the attack was reopened earlier this month.
On Tuesday, police said detectives from Serious Crime Branch arrested a 46-year-old man in England. Later they announced he had been questioned and released unconditionally.
Police said the arrest was the third in the investigation.
A PSNI spokeswoman confirmed two other men, questioned in connection with the murder, have also been released unconditionally.
