The collie is being treated by a vet after she was doused in flammable liquid and burned alive at her Maghaberry home on Sunday.
Two males were spotted with the dog on Trummery Lane close to the quarry at around 10am on Sunday.
A PSNI spokesperson said the first male had "an aggressive demeanour" and was carrying a bottle of Buckfast.
He is described as being between 5'8" and 5'10" tall and of thin build with broad shoulders. It is understood he had dark hair, a faint moustache and was wearing a grey top and tracksuit bottoms.
The second male is described as being of a similar height and build and was carrying a white plastic bag.
It is thought the two males may have been at a house party in the Maghaberry area on Saturday night, and police have asked for anyone who recognises the description to contact them.
