The organisation Loyal Peaceful Protestors listed the purposes of the rally as policing, the flag and civil rights.
Flag protestors have been present at City Hall since changes to the days the Union flag flies there were made by the council in December 2012.
The parade left after 1pm, breaching the Parades Commission ruling that they depart City Hall no later than 12pm.
Organisers had applied to the Parades Commission for 30 bands to take part in the parade with 10,000 supporters expected to turn out.
The march was originally planned for December last year but was postponed to avoid disrupting trade in the run-up to Christmas.
