Around 4kgs of the drug 4- Methylethcathinone, or 4 MEC, was seized after a controlled delivery to a property in Letterkenny on Tuesday.
The drugs are a synthetic stimulant that is chemically similar to Mephedrone.
The intelligence-led operation involved the Revenue's Customs Service, the Garda National Drugs Unit and the Letterkenny Drugs Unit.
A man, 28, was arrested and detained at Letterkenny Garda Station under the provisions of section 2 Criminal Justice (Drug Trafficking) Act 1996.
Meanwhile, a 46-year-old Bolivian man was arrested by gardaí at Cork airport after he was found to have ingested 84 pellets of cocaine.
A total of one kilo of the drug was uncovered with an estimated street value of €70,000.
The man had arrived in Cork on a flight from Bolivia via Amsterdam last week.
He was charged on Monday at Cork District Court.
