The 19-year-old was taken to hospital following the incident in the early hours of Friday morning.
It is understood that he and a friend were walking in the Rutland Cottages area in Summer Hill at about 3.40am when a lone gunman opened fire, hitting Harris in the leg.
Irish Daily Mirror crime reporter Cathal McMahon told UTV: "This was a shooting which could have led to loss of life.
"There were two shots fired from a 9mm handgun and this man was hit and injured."
Gardaí believe that Harris, who has since been discharged from hospital, may have been the victim of mistaken identity.
The actor rose to prominence when he featured in a controversial cat-killing scene in Love/Hate, which focuses on Dublin's criminal underworld, sparking a flood of complaints.
Earlier this year, he pleaded guilty to possession of cannabis with intent to supply.
A judge ruled that Harris could avoid a criminal record by taking part in a restorative programme, but the case has been adjourned until June.
Gardaí are appealing for witnesses to the shooting, or anyone with information, to contact them at Mountjoy station.
