According to police, Bieber allegedly struck the limousine driver on the back of the head several times during an altercation.
He is set to appear in court on 10 March.
The incident, which is believed to have happened in December, is the latest in a string of legal troubles for the singer.
Last week, the Baby hitmaker was arrested in Miami, Florida for driving under the influence, resisting arrest without violence and driving without a valid licence.
He is due to be arraigned for the charges on 14 February.
