A board will be formed to supervise its operation and a significant role is envisaged for the universities.
This board will include politicians from across the political spectrum, people with a military background plus former loyalist and republican prisoners.
The rush comes as £20m of EU money was about to disappear like snow off a ditch.
Republicans will be pleased that the significance of the site has been recognised.
The actual name of the centre is likely to reflect the European nature of the funding.
Alongside a Maze Development Corporation along the model of the Laganside operation will be put in place.
This will attempt to develop the 360 acre site with the purchase of additional land a distinct possibility.
The proposals will be put to the Assembly in September with the Corporation in place six months later.
All this will be music to the ears of the RUAS which wants to move to the Maze site from its current Balmoral headquarters.
Progress, it seems, at last.
