The Met Office also issued a yellow warning for strong winds affecting many areas.
Forecasters have said the rain will clear as the morning goes on and the winds will ease but the public are advised to be aware of the risk of surface water flooding.
Minor disruption to travel can also be expected because of the weather conditions.
Due to the adverse weather conditions P&O sailings from Larn to Cairnryan and back have been cancelled.
Larne passengers will be accommodated on a ferry at 1pm.
A technical problem has also meant the 10.30am sailing between Larne and Cairnryan has also been cancelled, passengers will be accommodated on the 11.30am Stena Line service from Belfast.
